Word Biblical Commentary, Volume 32: Micah–Malachi is unavailable, but you can change that!

Explore the mysterious prophecies of Micah, Nahum, Habakkuk, Zephaniah, Haggai, Zechariah, and Malachi by studying their historical context, textual transmission, composition, and theological meaning.

God with lightnings and thunder accompanying him (3:4). Pestilence and plague flee from him because of his power (3:5). He is sovereign over the universe, including the nations of the world (3:6). God’s wrath is poured out upon the “waters” that oppose him (3:8). God’s coming is for the salvation of his people and his king (3:13). 3:3–15 is a vision of Habakkuk much like the vision God promised him in 2:3. Habakkuk may have had an ecstatic experience in which he “saw” God coming to defeat his enemies.
